Anthony M. Maddalena, a licensed pharmacist for the past 40 years, joined the Board of Health in 1987 as a Yonkers representative.
His career has been in both retail and hospital pharmacy. As a self-employed owner of a retail pharmacy, he dispensed and ordered medications as well as supervised technicians, delivery personnel, and office staff to provide pharmaceutical services to the Yonkers Community. He has served as a Preceptor for St. John’s University College of Pharmacy, where he trained young pharmacists in the retail setting.
In his capacity as assistant director of Pharmacy at St. Joseph’s Nursing Home in Yonkers, Mr. Maddalena served the hospital, nursing home and outpatient clinics. He reviewed patient profiles for medication usage and drug interactions and insured compliance with all state and federal regulations.
In 2004, Mr. Maddalena was appointed as assistant director of Pharmacy for St. Joseph’s Medical Center. In this supervisory capacity, he instructed, trained and supervised the Medical Center’s staff of pharmacists, technicians and other support staff who procured, manufactured, packaged, labeled and distributed medications for both the hospital and nursing home. Mr. Maddalena now works part-time as a staff pharmacist for PrimeCare Pharmacy Services, a long-term care provider.
In 1993 he received the coveted “BOWL OF HYGEIA” Award for Community Service by the Pharmaceutical Society of the State of New York. He also is a member of the American Pharmaceutical Association, the Westchester/Rockland Society of Pharmacists, and the American Society of Health-System Pharmacists.
Mr. Maddalena is a Registered Pharmacist who graduated from Fordham University College of Pharmacy. He has lived in Yonkers for the past 40 years.

Cynthia Chazotte, MD, FACOG

Cynthia Chazotte, MD, joined the Board of Health in 2011 as a physician member.
She is an obstetrician/gynecologist who is subspecialty-trained in Maternal Fetal Medicine. She is Professor Emerita of Obstetrics & Gynecology and Women’s Health at the Albert Einstein College of Medicine/Montefiore Medical Center. She is currently a Senior Clinical Advisor for Maternal Health in the Bureau of Maternal, Infant and Reproductive Health at the NYC Department of Health and Mental Hygiene.
Dr. Chazotte has a long interest in maternal health. She is the author of several publications in the areas of maternal mortality; substance abuse in pregnancy; preconception health care; and obstetrical safety and quality.
Dr. Chazotte serves on several committees addressing maternal mortality in both the New York City and New York State Departments of Health and has co-chaired the American College of Obstetricians and Gynecologists District II Safe Motherhood Initiative from 2013-2019. She has also served as a physician volunteer advisor to the Greater New York March of Dimes for more than 15 years.
Dr. Chazotte earned a BA at Marymount College in Tarrytown and her MD at New York Medical College. She is a Fellow of the American College of Obstetricians and Gynecologists.
Dr. Chazotte lives in Tarrytown with her husband. Her two children attended the public schools of the Tarrytowns. She has been a resident of Westchester County for more than 45 years.

Douglas G. Aspros, DVM

Dr. Douglas G. Aspros joined the Board of Health in 1985 as a representative of the City of White Plains. He is the Chief Veterinary Officer for Veterinary Practice Partners and a principal at Pound Ridge Veterinary Center.
As a veterinarian, he has brought his broad knowledge of animal health, food safety, zoonotic disease, epidemiology, public policy and environmental health to addressing the diverse public health needs of Westchester County. He served as President of the Board of Health from 1994 to 2013.
Dr. Aspros has been a recipient of the Tobacco Control Award from the American Cancer Society and recognition from the American Lung Association for his work to reduce smoking in Westchester. In 2004 he was recognized with the Great Lakes Region Award by the National Association of Local Boards of Health.
Active in his profession, he was elected to serve as President of the American Veterinary Medical Association in 2012-13. Dr. Aspros is a past president of the Westchester-Rockland Veterinary Medical Association and of the New York State Veterinary Medical Society, and is a former member of the National Board of Veterinary Medical Examiners. In 1999 he was honored as the American Animal Hospital Association Northeast Practitioner of the Year and in 2000, the New York State Veterinarian of the Year. Since 2018, he has chaired the NYS Education Department's Board of Veterinary Medicine.
Aspros earned his DVM degree at Cornell University.
Dr. Aspros and his wife Dee have lived in Pound Ridge since 1985, along with their Norfolk terrier, African Grey parrot and one awesome cat.

Deborah Campbell, MD, FAAP, joined the Board of Health in 2024 as a physician member.
Dr. Campbell is Professor of Pediatrics and Associate Professor of Clinical Obstetrics & Gynecology and Women’s Health at Albert Einstein College of Medicine and an attending neonatologist at the Children's Hospital at Montefiore.
At Montefiore, she conducted the Low-birth-weight infant Evaluation and Assessment Program (LEAP) clinic from 1988 through December 2022 and served as the Chief of Neonatology from 1994 to 2023.
Her research and clinical interests include health services delivery, global perinatal heath care, perinatal ethics, shared decision-making and palliative care education, family integrated care in the neonatal intensive care unit and neonatal outcomes for very preterm and medically complex infants.
Dr. Campbell is a member of the Academic Pediatric Society and a fellow at the American Academy of Pediatrics and the Academic Pediatric Association. Dr. Campbell plays an active role in perinatal activities at the city, state and national levels. She serves on the Hospice & Palliative Care Association of NYS Children's Advisory Group; the NYS Perinatal Quality Collaborative Neonatal Expert Workgroup; the NYS DOH Maternity Care Clinical Advisory Group; the American Academy of Pediatrics Section of Neonatal Perinatal Medicine High-Risk Infant Follow-up Workgroup; the Bronx Fetal and Infant Mortality Review (FIMR) Committee; and the Bronx Maternal Health Care Steering Committee.
Dr. Campbell co-chaired the Bright Futures Guidelines, 4th edition Infancy Expert Panel (2017) and serves as an editor of, and contributor to, the American Academy of Pediatrics Textbook of Pediatric Care, the electronic companion tool, Pediatric Care On-line and the Quick Reference Guide to Pediatric Care, Neonatal Care: A Quick Reference Deck and the textbook, Neonatology for Primary Care.
Dr. Campbell earned her undergraduate and medical degrees from the State University of New York at Buffalo. She completed training in Pediatrics and Neonatology at Montefiore Medical Center-Albert Einstein College of Medicine, where she has been a faculty member for the past 40 years.
She and her husband, Dr. Franklin Marsh Jr., have lived in Hartsdale for the past 36 years and have two sons.

Edward W. Brancati

Edward W. Brancati is the Village Manager and Village Clerk for the Village/Town of Mount Kisco, a position he has held since 2015. Prior to that he served for nearly two years as the District Director for U.S. Representative Sean Patrick Maloney. Ed has also served as a Councilman and Supervisor of the Town of Lewisboro, as Deputy District Director and Scheduler for U.S. Representative Nita M. Lowey for more than five years, and as a Staff Assistant and Correspondent for Vice President Al Gore. Ed is also a member of the Westchester County Board of Health where he has served for more than five years. He is a graduate of the University of Richmond where he received his Bachelor of Arts in Economics and Political Science, as well as a graduate of New York University where he received his Masters in Public Administration.
He is a longtime resident of Westchester having grown up and lived in Goldens Bridge. He currently lives in Somers with his wife, Joanne, who is a school teacher in the Yorktown School District.
